[RPZ] Compression

While LHS compression is well-understood, it's not clear to me (just quickly 
scanned 1035 again) what compression is applied to the RHS in an RR... in the 
context of an IXFR, AXFR... or even dynamic update.

This is largely unimportant (methinks) in most applications but peculiar to 
the case of RPZs, where large chunks of the zone contents are likely to have 
identical RHS: I wonder what thought has been given to it.
