[RPZ] RPZ &/or RL patches still needed for 9.9.3?

With Bind 9.9.2-P2, I'd been using the RPZ & RL patch @

I've DL'd the new 9.9.3 src, but reading CHANGES and digging about, I'm
unclear ...

do we still need a version of this combined patch?

Iiuc, the RPZ code is now included, but the RL code is not.  Just not
sure :-/

Can someone please clarify status of the need for these patches with
9.9.3?
