[dnstap] [notifications at github.com: [dnstap/dnstap.pb] Add the syntax version (#4)]

Hi,

Frank Denis submitted the below pull request to the dnstap protobuf
schema repository on GitHub; forwarding it to the list to get feedback.

I think it is OK to merge, but I suspect it will probably require a
protobuf-c linked with protobuf 3 in order to support the 'syntax =
"proto2";' directive.
