[dnstap] tinyframe, dnswire and DNSTAP support in dsc

Hi all,

I just released the first version of two new libraries - tinyframe and
dnswire. Together they bring DNSTAP input support into dsc. You can read

As now dnswire does both unidirectional and bidirectional Frame Streams
and I've tested this against bind9 (which uses libfstrm) and unbound
(which rolled their own unidirectional Frame Streams implementation) and
all seem to work.

Hopefully we can get some more activity in this area and move things
forwards. I know that there are a few things people want (yes, I've
directed them here) beside some that are already issues on GitHub.

For example if the DNS message was from cache or not and I was really
missing what values to expect for forwarder, stub and tool (.proto only
lists up to client).
