I bet that if you ran the test several times, it would pass or fail
in different places. The test just assumes that by trying to send
a burst of requests with `dig &` soon after the start of a second,
the server will see them within that second. If other activity
slows the system, then the test burts will be unexpectedly slow.
I wish something like `dig +time=0.5` were available.
