[ratelimits] rate-limiting enabled by default for CH class?

It seems that rate-limiting is enabled by default for the CH class.  Is that 
intentional?  I don't see any documentation to that effect.  If so, is 
there a way to disable it completely?  Say, something like:
       rate-limit { no; };

I'm running 9.8.5-P1 with the rpz2+rl.156.01 rate-limit patch.
