[ratelimits] rate-limiting enabled by default for CH class?

It is intentional on both counts, for reasons best not discussed
in public.  It's not a big deal given the overall context, but
there's no reason to tempt fate or whatever.

Why do you want to answer more than 3 requests/second for any of
the .bind domains?
