[ratelimits] new version of RRL patches

The web page with the link labeled "Patch files for BIND9" on
http://www.redbarn.org/dns/ratelimits contains a new version of the
BIND9 RRL patch. This version
treats all NODATA or empty responses for a query name the same
regardless of query type.
adds "referrals-per-second" and "nodata-per-second" configuration
parameters.
fixes a bug of not counting dropped error responses in RRL statistics.
fixes a bug of not limiting referrals to "." before the hints are
loaded or with "additional-from-cache no"
There are versions of the patch for the recently announced second release
candidates for the upcoming BIDN 9.9.3 and 9.8.5 releases

as well as versions 9.9.2-P2, 9.9.2-P1, 9.8.4-P2, 9.8.4-P1, 9.9.7,
and 9.7.6-P4.
The files 9.8.4-rpz+rl.131.14-P2.patch and 9.9.2-rpz+rl.131.14-P2.patch
are permanent copies of the current rpz+rl-9.8.4-P2.patch and
rpz+rl-9.9.2.P2.patch for the FreeBSD port.
